- Demo existing tower structure, clear and prepare site
- Pour new tower foundation
- Erect new tower
- Relocate existing equipment shelter from Mt. Soledad to Naval Base Pt. Loma
- Install electrical feeder from substation to equipment shelter
- Install fiber optic cable from Bldg1 to equipment shelter
- Add gravel around site
- Install security fence around tower site
